RATE & SURCHARGE STRUCTURE

Retail Water Rate
Residential customers are billed semi-annually. The retail water rate shall be a three-tier rate structure for all single and two family dwellings, structured as follows:
For each semi-annual billing period:
0 to 12,000 gallons $2.91per 1,000 gallons
12,001 to 42,000 gallons $3.26 per 1,000 gallons
Over 42,000 gallons $3.79 per 1,000 gallons
Infrastructure Rehab Fee $0.50 per 1,000 gallons
The retail water rate for multi-family residential, commercial and industrial shall be$3.58/1,000 gallons, structured as follows:
Per 1,000 gallons $3.43
Infrastructure Rehab Fee $0.50
Annual Service Charge
There shall be an annual service charge for all customers. This charge covers basic costs of providing service such as meter reading, system maintenance, and billing. The service charge is not related to the quantity of water used. The annual service charge shall be as follows: 5/8” & 1” meters $40.00 per year, 11/2” $80.00 per year, 2” $120.00 per year, 3” $150.00 per year, 4” $400.00 per year, 5” and above $600.00 per year.
Hydrant Rental Charges
Hydrant Rental Charges for the supply and maintenance of fire hydrants to/in the Towns of North Providence and Smithfield are billed annually on a calendar year basis. They shall be $250.00 per year per hydrant.
Connection/Main Charges for Service Pipes:
Service pipes are installed by the Board, or a Board approved contractor, from the distribution main in the street to the curb stop. The curb stop shall be located as specified by the Board. If installed by the Board, the cost of installation shall be at the prevailing rate for labor and materials as determined by the Board. In addition, the Service Pipe/Main Charge is a connection charge based upon pipe size and is as follows:

All meters above 2” will be quoted after obtaining price from supplier.
Annual Fire Service Charges:
The annual charge for this service shall be made in accordance with the annual fire service charges as determined by the Board. The annual charge shall be based upon the size of the service connection for each service connection from the main. The annual charge shall be as follows:

Above rates include 10,000 gallons; usage in excess of 10,000 gallons will be billed at the current retail rate.
Ø Shut-off and turn-on fees shall be $50.00
Ø Returned check fees shall be $25 per check.
Ø There shall be a surcharge of $ 1.50 per connection for the RI Department of Health.
Ø There shall be a surcharge of $0.1054 per one thousand (1,000) gallons usage for RI State Watershed Protection and $0.1664 per one thousand (1,000) gallons usage for Water Quality Funds.
Ø There shall be a Meter Testing Charge of $20.00 payable in advance.
Ø There shall be a Transfer Fee of $50.00 for all ownership transfers.
Ø Sales Tax is applicable to non-exempt industrial/commercial accounts.
Ø A Late charge of 1/2% per month on unpaid balance shall be charged on delinquent accounts. In addition to the overdue charge, a separate “Processing Fee” of $4.00 shall be added to an account each time a late notice is sent to that account.
Ø There shall be an inspection and technical support fee of $65 per hour.
